Homer Masamitsu Izumi was born on February 11, 1909 in San Francisco, California to Chomatsu and Chiyo Tanaka Izumi.
Izumi was one of the first American of Japanese ancestry to volunteer for the Army in the Paia District.
Izumi was a member of the Maui County Medical Society, Honolulu County Medical Society, Hawaii Territorial Medical Association and was a delegate to The American Medical Association and served as Chairman of the Reference Committee on Reports of Officers.

In an emotional statement, Izumi admitted being indirectly responsible for Crowder's death because he hosted the party where she is thought to have obtained the drugs that killed her.
Izumi was not charged with providing the drug that caused Crowder's death, but he entered a no-contest plea in January to drug offenses, including maintaining a house where drugs were dispensed.
Izumi's courtroom statement had persuaded the judge that he might be "an effective presenter" after all.

The Federal Circuit denied Izumi's motion to intervene because Izumi's "financial support" of Windmere's litigation was insufficient to give it party status and because Izumi's interest in "preserv [ing] the judgment for purposes of collateral estoppel" did not give it standing to intervene.
Izumi appealed the propriety of the vacatur practice to the Supreme Court, presenting the question: "Should the United States Courts of Appeals routinely vacate district court final judgments at the parties' request when cases are settled while on appeal?" Izumi, 62 U.S.L.W. at 4008.

The District of Columbia school board in January voted to reduce its budget request from a 49 percent increase to only a 31 percent increase after the city council and Mayor Anthony A. Williams (D) made it clear the initial request would not be funded because of the city's post-September 11 fiscal problems.
However, city officials said the revised request was still far more than the District could afford and criticized the school board members for spending their time trying to get more money rather than using exiting funds more wisely.
Specifically, the bill would require school districts to pay up to "an amount equal to 50 percent of the calculated net cost per pupil in average daily membership" to parents who choose to send their children to any approved sectarian or nonsectarian public or independent school.
